Google won’t update Play Services of devices running this older Android version
Google Play Store is a digital distribution service developed by Google. On all Android-enabled smartphones, the Google Play Store acts as the official app store, allowing you to find and download apps, games, magazines, and more.
Recently, Google announced that it will no longer update Google Play Services to Android Jelly Bean, including versions 4.1-4.3 (API levels 16, 17, and 18).

The Android Jelly Bean (JB) platform was first released 9 years ago and as of July 2021, the number of active devices is less than 1%. Since then Android has released a lot of improvements and features that can be reverted to Jelly Bean.
This results in the growth of developers and QA time spent on new features that require special management. As a result, you downgraded JB’s support for future releases of Google Play services. For devices using JB, Google will no longer update the Google Play Services APK over version 21.30.99, scheduled for the end of August 2021.
What does this mean as an Application developer:
The Google Play services SDKs (Software Development Kit) contain the interfaces to the functionality provided by the Google Play services APK (Android Application Package), which runs as background services. The functionality required by the current, released SDK versions is already present on JB devices with Google Play services and will continue to work without change.
